ELHOA Board Meeting Following Annual Meeting
Voting commenced at 11:00am. Volunteers, Mr. & Mrs. Klassen managed the election proceedings.
Running for board positions this year are Jim Higgins, Jim Trimble, Jim Moulton, and Jan Kenyan. All were re-elected. There were 7 write-in candidates and 58 votes in total.
The annual meeting event began at noon with the pledge and prayer, then food. The actual meeting began at 12:50 pm.
George Meriwether read the Treasurer’s Report. He discussed the major cost drivers that resulted in this year’s dues increase to $121 per unit; which include the lawsuit about an illegal kennel; the dam inspection and possible repairs, and mowing expenses.
Grounds Committee- Chairman Pete Schroeder reported that the board was able to save the residents $200 mo. in waste/dumpster utilities by renegotiating our contract. He also mentioned the increase in non-Eagle Landing locals illegally using our dumpsters.
Eagle Landing is now a sponsor of 2 miles of Hwy. 155N from Hwy 161 east to 1 mile past the Eagle Landing entrance (both sides of the highway) under the Adopt-A-Hwy. program. The first pickup was performed by volunteers on “Trash Off” day in April and was a success. Owners will be notified of future pickup dates via a dumpster board notice, website posting, and through the broadcast e-mail. Credit was given to Felix Blanchet for idea’s inspiration.
Pete stated that volunteers are now beginning to mow the airstrip and other areas in an effort to control costs.
He discussed the recent airstrip damage done by vandals and trespassers.
As of June 1st, the combination lock codes at each common area will be changed. To keep the code private for resident use only, attendees were given the code but it will not be posted. Call Pete Schroeder if you need the code.
Architectural Committee – Jim Higgins, Chairman, reported that his committee reviewed 4 new home requests, and 15 other homeowner requests.
He also mentioned that we now have a new checklist that has been posted on the website, which they ask to be filled out and submitted with each property owner architectural request. This form was created to streamline the process and keep uniformity in the process for all owners.
Additional activities performed this past year were a fallen tree removal at the north common area entrance, boat launch area repairs at the south common area, and cleanout of the spillway by volunteers and contract labor as well as weevil planting and the usage of aquacades in the lake.
Dam Safety- A detailed report was given by Jim Trimble. He explained that the Texas Commission on Environmental Quality (TCEQ) under a state wide-program, has been inspecting dams across Texas, and they recently inspected the Eagle Landing dam. The purpose is to prevent dam failings. Related laws were enacted because dams such as ours have begun to fail across the state. Because of that inspection, Simpson Lake Dam has been reclassified from a low-risk to a high-risk dam. Therefore, a hydraulic and hydrological study by professional qualified engineers will be required. Depending on the results of that study, some repairs may be needed and may include a valve repair, and additional spillway activities such as more culvert cleaning. Additionally, we will need to monitor the below dam seepage, develop an emergency plan of action, and address erosion.
Lawsuit – In response to a cease and desist letter to home owner Dale Lyles, with regards to operating a commercial dog kennel in violation of the Eagle Landing Covenants and bylaws, Eagle landing was sued by Ms. Lyles in district court. The judge denied a summary judgment; a bench trial was held, and we are now waiting on the judge to render a decision.
Security and Neighborhood Watch – Steve Gause supplied Cass County crime statistics for 2010, and how Cass County ranked against Texas and the nation in various crimes.
In December, a Neighborhood Watch town hall meeting was held with guest speakers from the Cass County sheriff’s department, Mike Cavely, a homeowner, and 4G Securities, who reported the costs for security lights to help Eagle Landing identify illegal dumping and illegal activities in the subdivision. A poll taken at that meeting indicated that most owners are in favor of security lights. Steve discussed the potential location of the cameras, costs, flexibility to upgrade them in the future, and a possible assessment should the cameras become installed. An assessment may depend on the costs for any needed dam repairs.
Due to recent incidents in which outside contractors solicited business within Eagle Landing and partially misrepresented themselves, and used homeowner names as references without permission, an informal poll was taken asking if there was interest in erecting “no solicitation” signs at the entrances. Approximately half of the owners indicated they are interested.
Communications Committee – Jan Kenyan notified attendees that Eagle Landing now has a broadcast e-mail to provide notification of issues of an emergency or security nature.
Pete Schroeder started a phone call tree for emergencies and notices. Contact Viki Meriwether who will be managing the phone list if you wish to volunteer to call several of your neighbors.
A digital version of the Eagle Landing owner phone directory is now available, in addition to the limited printed copies handed out at the annual meeting.
In addition to the aforementioned Architectural Request Checklist, now available on the website, a Unitization Form, which is the form necessary for owners wishing to combine or separate their property into approved units, has also been placed on the website. Both form page links are located on the homepage at the bottom of the page.

Firewise Committee- Eagle Landing was awarded a national Firewise Award, and the first such award in East Texas, for the construction of our firehouse. What made this award unique too was the fact that we did it without any outside donations or assistance.
To remain in compliance and fulfill our Firewise contract we must have an annual Firewise Day. This year we chose to comply by showing a program called “Ready-Set-Go!” presented by Bob Kenyan, a new AVFD volunteer firefighter. The program topic contained ways to reduce property owner fuel loads, prepare themselves for fire emergencies, and escape routes. ELHOA Board Meeting following the annual meeting
Meeting was called to order. Present were all board members except Jim Moulton, and clerk, Debbie Dennis.
Minutes from the board meeting of April 17, 2011, were approved.
The motion made by Pete Schroeder for all newly elected board members to retain their previous board positions and committee positions was unanimously approved.
Architectural committee- Jim Higgins presented a request for an easement variance to allow a retaining wall to be built by homeowner, Jim Trimble. Motioned was seconded and approved.
It was agreed that the next board meeting will be on Tuesday, June 21st, 2011, at Avinger School, at 5:00 pm.
