Board of Directors Meeting Minutes
January 15, 2008
On Tuesday, January 15, 2008 there was a regularly scheduled meeting of the Board of Directors at the Avinger School Cafeteria. Board members in attendance were Trent Gale, Frank Galloway, Jim Byars and Glenn Terry. Board members not in attendance were Jim Trimble, Tom Minor and Dr. Steven LeGrow. There were 3 guests present.
The meeting was called to order at 6:30 p.m.
Minutes from the last meeting were read and approved as amended. The motion was made by Jim Byars and seconded by Frank Galloway.
Old Business:
Debbie Dennis was asked to contact Jan Kenyan for an update on the lake weevil.
New Business:
Penny Pettit with the Texas Parks and Wildlife talked with the Board about deer management. If the deer population is not addressed they will become smaller and disease will become more prevalent. There are no known diseases in Texas that transfer from deer to humans. Texas Parks and Wildlife will assist ELHA with a deer population survey by pre-baiting and counting the deer at several stations at the same time. The count would be repeated in July. Texas Parks and Wildlife will also do a vegetation habitat survey to give an estimate of the number of deer feeding. If they are eating from undesirable food sources it is because they do not have enough food to eat. The ELHA Board will begin to compile information to present to the homeowner’s at the annual meeting.
There are a few options to consider.
Option 1: There is a permit available that would allow assigned shooters to remove the deer population near the runway to be disposed according to the law. This is a one time shoot and afterward the association would be required to construct a high fence around the airstrip.
Option 2: Remove the game preserve restriction and allow archery or rifle hunting. All county hunting regulations would apply. The association could obtain a hunting lease license that would allow them to control who hunts, what they hunt, where they hunt, and a fee could be charged for hunting. LAMPS permits would allow extra does to be hunted.
Option 3: Trap, Transport and Transplant – a trapper could be hired to trap the deer, transport them away from Eagle Landing and then they would be processed and donated to charity. The Association would absorb the cost of trapping, transporting and processing. The number of deer on the property would have to be estimated and approved by the Texas Parks and Wildlife.
Committee Reports:
Treasurer Report:
Total receipts for 2007 were $41,342. Included in this amount is $2,262 interest income and $3,139 for the DLS cabinet. Total expenses for 2007 were $33,952. Major categories of expense include $5,065 administrative, $7,026 for dock repairs, $2,553 for general repairs, $1,750 for lake chemicals, $5,548 for mowing, and $1,500 for fire wise, $1,599 for property taxes and $7,228 for waste services. Motion was made by Frank Galloway and seconded by Jim Byars to accept the treasurer report; motion carried.
Architectural Committee:
Grogan’s have submitted plans for a new home. David Swan has requested a permit to build a storage building. Permits were issued for Jack Eggar to build a storage building and for Jim Byars to build an entryway.
The Architectural Committee would like to remind association members that new construction of any kind requires approval and a permit. The committee needs a copy of site and construction plans before permits can be issued. If you need a copy of the covenants, please refer to the website or contact Debbie Dennis at 903 639-7016 to obtain a copy.
Common Area:
The back side of the dam still needs to be mowed.
The leaking valve on the lake dam has been repaired. A long time resident, Randy Dungan, states that there is a valve in the lake approximately 30 ft from the dam directly opposite of the valve located behind the dam. There is suspicion that the valve behind the dam is still leaking. Since there is now a spillway and the valve is no longer utilized, the board will look into permanently plugging the valve.
There is suspected wild hog activity on the lake side of the dam. Hogs are destructive and need to be eliminated. Frank Galloway will contact about the possibility of trapping and transporting the hogs.
The cost to stock the lake with blue channel catfish is $45 per 100. Glenn Terry will also look into introducing a Florida strain of bass to encourage larger size. There has been $3,000 budgeted in 2008 to stock the lake.
Fire Wise:
The Association’s membership with Firewise has been renewed.
It was reported by one homeowner that he experienced savings on his homeowner’s insurance directly due to the Firewise ISO rating.
Community News: None noted.
Compliance: There have been some complaints received regarding signs in yards.
The next board meeting will be on February 26, 2008 at 6:30 p.m. in the Avinger School Cafeteria.
