Board of Directors Meeting

7-13-2010

A Quorum was established and the meeting was called to order at 5:00 pm.  In attendance were board members George Meriwether, Jim Trimble, Pete Schroeder, Steve Gause and Jan Kenyan.  Board member Jim Higgins was not present. There were 2 visitors present.

A motion was made by Tom Minor and seconded by Jan Kenyan to approve the minutes of the previous meeting as written; motion carried.

Treasurer Report:

New signature cards will be presented to the board at the next meeting.

There was a discussion regarding the procedure for review of the accounting records.

A motion was made by Tom Minor and seconded by Jan Kenyan to approve the Treasurer Report as presented; motion carried.

Committee Reports:

Architectural Committee: 

J R Arnold house preliminary sketch was presented for review; no action taken.

Architectural review and approval procedures were discussed in an effort to facilitate the process.  The Architectural Review Committee will meet and continue to work on the guidelines and procedures for review and approval.

By-Laws / Policy Committee:

The committee is reviewing other HOA guidelines and polices.

Fire Wise and Neighborhood Watch:

Security/Neighborhood Watch:  Glenn Terry will be joining this committee as a volunteer.  The committee is still waiting on material from the Nation Sheriff’s Association.

Firewise:  Lee McNeely from the forest service advised the committee chairperson that the forest service will develop firebreak and escape plans and present to the board if so desired.  Question:  Does the county have a local emergency planning coordinator that can with escape plans?

Grounds/Maintenance Committee:

The mowing is going well.  It is possible that the dam will not have to be done again this year.  The airstrip has been mowed leaving a fringe around the perimeter.

Some spraying has been done to control grasses in the spillway area and additional spraying will be done on surface vegetation.

The dam inspection by TCEQ went very well.  The board can expect the report in a couple of months.

The spillway cleanout has been completed.

Boat Ramp Repair:  Quote from Steve Putman:  Iron Ore only without grading will cost $200 per load and at 2 loads will be needed.  Total cost with grading will be $500.

Action:  The committee will investigate other options for fill materials for the boat ramp repair.

Action:  The committee will continue to investigate the Allied Waste contract.

Action:  Locate and verify electrical meters that are currently being billed.

Communications Committee:

Sherry Byars has been volunteered to serve as the ELHA ambassador for the welcome and cards portion of the committee. 

The telephone call tree is in process.  Pete Schroeder volunteered to be on the call tree along with Vicki Meriwether, Rosemarie Klassen and others.

Long Range Planning Committee:

The committee would still like to have the County Commissioner come and talk to the board.

The committee is planning on visiting the water district in Tyler for general education.  Communication lines need to be established with our current water supplier.

Special Projects Committee:

After some discussion of various methods to control the milfoil problem in the lake, the only viable solution agreed upon was to continue the weevil project for the near future.

Old Business:

Legal – The status of the current case is the same; the case has been heard and we are waiting on the judge to render a judgment.

New Business:

The contract to retain Debbie Dennis CPA to continue bookkeeping and clerical services was presented.  A motion was made by Tom Minor and seconded by Pete Schroeder to approve the contract as presented; motion carried.

The Avinger School District will have to begin charging groups and organizations for the use of the cafeteria for any meetings that run past or begin after 7:00 p.m.
