Eagle Landing Board Meeting Minutes

June 16, 2009

(Pending Approval)  

 

Meeting was called to order at 6:30pm. New members, Jim Higgins, Jan Kenyan, were welcomed, as was Tom Minor who was reelected. He will remain as our Architectural Chairman, and Jim Trimble who was also reelected, is our new Vice-President.

 

New board member Jim Higgins was appointed to the architectural board by the President, Frank Galloway.

 

Glen Terry, Grounds Chairman, was absent. There were 5 guests present.

 

Debbie Dennis, CPA, was absent so the Treasurers report was read and discussed by the board. Tom Minor moved the board accept the report without corrections. Jim Higgins seconded the motion. Report was approved.

 

Minutes from the last meeting were approved pending one name correction. Motion to accept was made by Frank Galloway and seconded by Tom Minor.

 

Old Issues:

 

Kennel-

The board met with the offending party requesting they stop any operations of a suspected kennel. Further private discussions and pending actions between the homeowner will the board is underway.

 

Blog/Website/Updated Map and Phone Directory-

Action to update and create these was started but has been delayed due to computer issues. It will resume shortly with a late summer completion date expected.

 

Weevil Report-

There has been successful weevil activity at the sight of last year’s plantings, but it is too soon to tell if this year’s weevil seeding of 5000 weevils is successful. In early June weevils were planted in the northwest cove around the island, and in a northeast cove in the south part of the lake. Milfoil activity was earlier than normal this year resulting in larger areas of infestation. Monitoring is continuing. Thanks to Pete Schroeder, who provided his boat and volunteered his efforts in planting the weevils!

 

Mowing-

Discussion about the cost of mowing the association and common areas, and minor damage to the backside of the dam ensued. It was decided generally that to reduced mowing expenses certain areas will be cut on a rotational basis. Further research into the potential of additional dam damage from mowing is being performed. Possible alternatives to mowing the backside of the dam are being explored.

 

Firehouse-

The foundation is in place and the actual building components are expected to be delivered on June 17th.

An address for the new firehouse has been obtained.

 

Security-

Sheriff Estes states he has not received any new reports of criminal activity within the Eagle Landing subdivision. Six new “Neighborhood Watch” signs were obtained and will be posted in various subdivision areas within the next month.

 

Common Area upgrades previously requested by a homeowner-

The board will consider upgrade suggestions by homeowners if details are provided at the next meeting. Please email Jan Kenyan at jkenyan@windstream.net with your suggestions.

 

Saw Mill-

Actions are underway to complete the removal of the saw mill and construction cleanup.

 

Dogs-

A private discussion with the homeowner who reported issues with loose dogs and the potential danger to themselves was continued. Suggestions were made. Other homeowner vs. dogs problems are being addressed privately with the homeowners and dog owners.

 

County Actions-

Brit Fitz, our precinct 1 county commissioner states that resurfacing of CR 1599, CR 1537, and repairs to Eagle landing roads is underway. He has agreed to address the subdivisions ditches after the county completes county road repairs needed because of heavy rains.

 

Defibulator unit for new firehouse substation –

We will be able to access a grant to reduce our cost of the unit which was specified and voted for, under the proposed firehouse substation last year. Research has begun on the most appropriate unit to purchase for our needs.

 

New Issues:

 

Architectural Board –

A request for an in-ground pool was made by a resident. This request was recently inspected and approved by a committee member, so formal approval was given.

 

Advertising –

Discussion about whether to accept advertising on the Eagle Landing Website was initiated. General consensus is that no advertising, except Eagle Landing homeowner real estate for sale listings will be allowed.

 

Geese on lake-

A property owner contacted the board about the ongoing issue of the noise and damage the Chinese Geese are doing at the south end of the lake. The geese are fed by one resident, although no ownership is claimed. The two male geese fight, and there is some lawn destruction to neighbors properties. The geese are not native to North America so are not protected. It was presented that there are electronic barriers that can be purchased and erected around lawn perimeters.

 

A proposal was made by one member to move the geese to the north end of the lake if north end neighbor’s permission was obtained, but since one south end homeowner who lives by the geese, expressed he had no issues with the geese where they currently are, the board decided to take no action at this time.

 

Boat Regatta –

A proposal was made by a homeowner that Eagle Landing has a boat regatta during Labor Day. The board agreed and will provide hot dogs as long as the details and actions for the event are handled by the homeowners themselves, and not by the board. Pete Schroeder is heading the event.

 

Lake Boating Rules-

It is believed that one individual is using the lake at night, running a boat with no lights at higher than allowed speeds. Please refer to the boating rules posted at the community bulletin board and on the website. If the identity of this individual is known, please inform a board member.

 

 

Next month the HOA board meeting will be on Tuesday, July 28th, at Avinger School Cafeteria, at a new time-5:00 pm. This is a departure from the normal 6:30 pm time frame.
